摘要
电力市场中准确无缝的辅助服务可以保证电力系统的平稳连续运行,并调整了过去电力资源分配的不平衡和不足。中国新一轮电力体制改革已进入关键时期,改革实施需要配套辅助服务市场成熟度的全面提升。在此方面,本研究回顾了欧洲统一电力市场和美国区域电力市场的发展现状和演变路径,为中国区域电力市场发展提供经验,进而确定了区域电力市场辅助服务交易机制设计的关键影响因素。为了分析辅助服务交易评价指标的科学性和合理性,我们建立了区域电力市场评价模型。采用组合权重优化方法,应用灰色关联TOPSIS方法对区域电力市场辅助服务交易进行综合评价。最后,对所提出的评估方法的应用进行了简要分析,考察了中国四个区域电力市场,评估了不同地区当前市场建设的有效性,并为未来的市场建设提供了建议。

Dexin Li
